
Sen. Bernie Moreno (R-OH) is taking action against foreign flag displays in Congress, introducing a bill to bar any non-American flags from being flown on Capitol grounds. The move comes in response to Democrats displaying Ukrainian flags during President Donald Trump’s speech to lawmakers.
The bill, named the “Allegiance Act,” would ensure that members of Congress cannot use official funds to purchase or display foreign flags inside the Capitol. Moreno, a legal immigrant who became a U.S. citizen at 18, has stated that lawmakers should not be promoting foreign interests while serving in an elected role.

“We swore an oath to put Americans first,” Moreno said. “The fact that foreign flags are displayed in our Capitol while our own citizens struggle is a disgrace.”
The timing of the bill coincides with heightened tensions between the U.S. and Ukraine following a heated White House exchange between Trump and Ukrainian President Volodymyr Zelensky. After a verbal confrontation with Trump and Vice President JD Vance, Zelensky was removed from the meeting. Since then, Trump has halted military aid and intelligence-sharing with Ukraine, putting pressure on Zelensky to reconsider his position.

Before Trump’s address, Moreno distributed American flags to fellow Republicans in direct response to the Ukrainian flags on display. The move was meant to emphasize that the Capitol belongs to the American people, not foreign governments.
The bill is expected to gain traction among Republicans who have criticized U.S. aid policies and called for a renewed focus on domestic issues.
